Secretary of State concurs in the Governor's

proposal in paragraph 1 of his despatch. And

comment on the lines of paragraph 1 of Mr. Megson's

minute, transmitting a copy of the Windward Islands

Letters Patent.

(1) It seems quite unnecessary to me that

there should have to be a document under the

Sign Manual and Signet before the Governor can

leave the territory.

(2) I see no reason why there should not be

power to appoint a deputy.

(3) I do not think that the section in the

Gibraltar Ordinance referred to is relevant.

That is a general power to enable the Governor

to devolve his statutory duties on other persons.

What I think is desirable is that they should

see that their Interpretation Ordinance has a

definition of Governor comprehensive enough to

include the deputy.

12.10.28.

I think that we should tell the Governor that steps

will be taken for the amendment of the Letters Patent

so as to provide for the appointment of a Deputy, on

the lines of cl. 17 of the Windward Is. L. P. He

hould consider whether any amendment of the Inter-

pretation Ordinance to include the Deputy will be

necessary in due course.
